This forum has a banlist set with various entries -- one of those must be the ISP you were using when you found it was banned. We don't control this, but it's not a problem; I can only guess that some people using your ISP harrassed the forum and, unfortunately, one of the only ways of combatting that is a general ban on the ISP (or IP block).
