...but I'm not sure it's very good as a constitutional provision. There are things that are fluid enough so that they should be legislated rather than added to the constitution; gun control, media regulations, work hours, minimum wages, tax rates, and monetary policy are some of them.

As for your previous suggestion, I don't think it's a good idea, for the following reasons:
1. It makes politics more mainstream and moderate than it should be if it is to represent the people truly (because non-voters care much less about who gets elected than voters).
2. It allows society to ignore the problem of voter apathy.
3. It doesn't let people vote by not voting.
4. It forces some people to go thru too much hassle for doing something they don't care about in the first place.
