Its totally safe for Sims to go to the familybin. But any Sim going to the housebin (with their house) will lose all ties to relatives and friends.

The sim bin is local, while the housebin is global, to put it that way. Sims in the sims bin can only be reached by the basehood and its sub hoods. While houses/sims in the housesbin belongs to no particular hood and can be reached from just any hood.

Moving a lot within the hood is totally safe.
Moving out of a house (via the sim bin) and into another within the hood is totally safe.
Moving your house (while you still live there) to the housebin is *not safe*. It will break all your non-household ties. Relatives, friends and everything will be forgotten and never again recognized. You will do this only if you want to move to another neighbourhood and don't plan to return to your original hood.

The only safe way to move a house downtown or to Bluewater or other subhoods, would be to
1. move out of your house and into the familybin.
2. move the empty house to the housebin.
3. Go to the desired *sub*hood and move the house from the housebin to the hood.
4. Move back into the house (from familybin.)

This way all your relatives and friends will be there, still. It's just a lot of work arranging it all.
