There isn't a specific set program for all hoods to follow. We've just set the specific themes, "Food in the Garden" for June, "Food in the Kitchen" for July, and "Food on the Table" for August, with a few suggested activities for each month, then each hood can organize their own specific events to what interests them most. When we get the webpage up, we'll give all hoods a chance to share their own events with the rest of sim nation.

For "In the Garden" we're suggesting outdoor dining, like barbecues or garden parties, lectures on gardening or produce preparation by gardeners, and/or tours of gardens or orchards.

For our centennial, we made sure our park was zoned "residential" instead of community. We had to enter a code (cheat) "boolprop testingcheatsenabled true" and then the sim living there, temporarily, had the option (by shift clicking) on the mailbox to "invite all neighbors." It took awhile for everyone to arrive though! Using a third party teleporter, like from simlogical, as Leroy suggested, would also work, only you have to contact each sim individually. But you could only invited interested sims that way and it's probably less risky than using the boolprop method.
