AN ORDINANCE PROTECTING RESIDENCES, SCHOOLS, AND CHURCHES FROM THE ADVERSE AFFECTS CAUSED BY THE PROXIMITY TO SEXUALLY ORIENTED BUSINESSES AND DECLARING AN EMERGENCY

Findings:
Sexually oriented businesses downgrade the quality of life in adjacent areas and lend themselves to ancillary unlawful and unhealthy activities.

Classification:
Sexually oriented businesses are as follows:

1. Adult arcades
2. Adult book stores or adult video stores
3. Adult cabarets
4. Adult motels
5. Adult motion picture theaters
6. Adult theaters
7. Escort services
8. Nude model studios
9. Sexual encounter centers

Location Restrictions;
Sexually oriented businesses shall be permitted in any industrial or commercial district but no such business may be operated within:

1. Five hundred (500) feet of a church, synagogue, or regular place of worship;
2. Five hundred (500) feet of a public or private elementary school or secondary school;
3. Five hundred (500) feet of any residential district or residential lot.

Violation:
The person who operates said business in violation of this Ordinance is subject to injunction and prosecution. For each day of operation the operator is subject to a $1000 fine.

Effective Date:
This ordinance shall be published by insertion in the Vincennes Sun-Commercial. The ordinance shall take effect two (2) weeks after its publication.

EMERGENCY:
An emerency exists and this Ordinance shall be in full force and effect from and after its passage and publication.

A short desription of the problems of sexually oriented business espoused in Exhibit 'A' included:

1. Ancillary unlawful and unhealthy activities uncontrolled by the operators.
2. Increased sex crimes.
3. Sexual activity such as masturbation and oral and anal sex especially in semi-private booths or cubicles.
6. At least 50 communicable diseases may be spread on premises of sexually oriented business.
7. The number of US AIDS cases from 1985-1995 was 532,058.
8. As of Dec. 31, 1998 there have been 3055 reported AIDS cases in Indiana.
10. US Syphillis cases in the first reports (part years) of the years from 1985-1995 was 367,796.
11. US Gonorrhea cases from 1993-1995 were 1,250,581

Five studies have examined the relationship between sexual orientation and the relative lengths of the 2nd and 4th fingers (the 2D:4D ratio). Although differences have commonly been found between heterosexuals and homosexuals, the direction of the difference has not been consistent across studies. The original data from all five studies were reanalyzed in a search for possible explanations of the discrepancies. Because ethnicity is known to affect the 2D:4D ratio, the reanalysis focused on participants who identified themselves as White or Caucasian, the ethnic group that was most numerous in all of the studies. Age differences did not account for the discrepancies. Differences in variability within different groups were minor. One interesting result to emerge from the reanalysis was that the 2D:4D ratios for the homosexual groups were relatively similar across studies. It was the 2D:4D values for the heterosexual participants that varied most, particularly between the USA and the British studies, and these were responsible for many of the discrepancies in the conclusions across studies. The constancy of the 2D:4D ratio for the White homosexuals did not appear to extend to homosexuals of three other ethnicities, and there were also subpopulation differences related to right or left hands.

Societies worse off 'when they have God on their side'

RELIGIOUS belief can cause damage to a society, contributing towards high murder rates, abortion, sexual promiscuity and suicide, according to research published today.

According to the study, belief in and worship of God are not only unnecessary for a healthy society but may actually contribute to social problems.

The study counters the view of believers that religion is necessary to provide the moral and ethical foundations of a healthy society.

It compares the social peformance of relatively secular countries, such as Britain, with the US, where the majority believes in a creator rather than the theory of evolution. Many conservative evangelicals in the US consider Darwinism to be a social evil, believing that it inspires atheism and amorality.

Many liberal Christians and believers of other faiths hold that religious belief is socially beneficial, believing that it helps to lower rates of violent crime, murder, suicide, sexual promiscuity and abortion. The benefits of religious belief to a society have been described as its �spiritual capital�. But the study claims that the devotion of many in the US may actually contribute to its ills.

The paper, published in the Journal of Religion and Society, a US academic journal, reports: �Many Americans agree that their churchgoing nation is an exceptional, God-blessed, shining city on the hill that stands as an impressive example for an increasingly sceptical world.

�In general, higher rates of belief in and worship of a creator correlate with higher rates of homicide, juvenile and early adult mortality, STD infection rates, teen pregnancy and abortion in the prosperous democracies.

�The United States is almost always the most dysfunctional of the developing democracies, sometimes spectacularly so.�

Gregory Paul, the author of the study and a social scientist, used data from the International Social Survey Programme, Gallup and other research bodies to reach his conclusions.
