I think this is a serious matter. We should seek the Ombudsman or similar sort of bodies. Or may as well engage those concerned with fight against corruption and put this deal to the light. We can't be cowards talking at the back like this forum. JC if you can source detailed information of whats really happening then this should come out to light. Now for such matter we all want to remain anonymous.
