Nothin' wrong with CP. Shadowrun ... well, I must respectfully admit that I prefer to keep my elves and grunge-core urban sci-fi on separate shelves. ;)
This is an interesting question. It wasn't something I thought heavily about, until I was further on into the story. The flavor of the world as it appeared to me didn't preclude cybernetics; however, like owning an M-16 or an M1 Abrams, it requires membership in an elite, usually government-related group, or a whole crapload of dough.
I also kept in mind the recent advances in biotechnology. There are hand readers, retina readers, sensitive alpha-wave biofeedback doohickeys, and all sorts of cool stuff that can achieve cybernetic-like effects without the surgery. As it stands, the only people who have cybernetics -- visible stuff, at least, are military or paramilitary (you haven't met a Juniper cop yet, but you probably will soon enough). Other kinds of cybernetics are for the replacement of congenitally defective or accidentally destroyed parts -- to reverse blindness or deafness, or replace a limb. It's as rare as, say, seeing someone with a hand-hook today.

Bought the new Peter Gabriel album -- verrrry nice. The opening tune's a little rough -- sounds like OLD Gabriel. Like, mid-seventies, just out of Genesis old. Saw him perform "The Barry Williams Show" on Conan's Late Nite. GREAT. The song's merciless and bitingly funny. Excellent. Worth the buy.
