Dear Harold,

I have reviewed the video clip that you sent me of the November 26th, 2002 Fall River City Council testimony of David Hague. First, let me make it clear that Mr. Hague, who is a resident of Fall River, was not authorized to represent NFPA at this hearing.

Though Mr. Hague is a Senior Fire Protection Engineer for the NFPA, he is not responsible for any of NFPA's fire service standards and not considered by us to be an expert in NFPA 1710 and related subjects. We very much regret his appearance at the Fall River City Council meeting because his testimony may have left the impression with some that he was representing NFPA in presenting his personal opinion.

We have spoken with Mr. Hague about this incident and he agrees that his testimony was inappropriate, even though he stated at the hearing that he was representing himself and not NFPA. We had no prior knowledge of his appearance or that he intended to discuss fire service related issues. We have told him, in the strongest possible terms, that he should not have appeared at the hearing and certainly should not have identified himself as an NFPA employee because of the misimpression that might create. We believe that analysis



of deployment plans should only be undertaken by individuals experienced in fire service operations and conversant with all aspects of the city's implementation of standards like NFPA 1710.

At NFPA we take great pride in the professionalism and judgment of our staff. In this case a member of our staff was not careful enough in insuring that his personal opinions as a citizen of a community would not be confused with an official position of NFPA.
