Typically they would follow great strengths in various empires or at the defeat of some major evil empire during an explosive growth phase during the rise of new empires from the ashes of the old.

The timing for Inzeladun would be challenging and perhaps short-lived due to the constant waves of evil bad guys, but doable in smaller countries not under the influence of the evil bad guys. That is unless the evil guys are causing the stability and pretend the high life style while planned the downfall of the empires around (aka Germany during the 1920's and 1930's).

I would have considered it after the fall of the mind flayers, or with Grindill's defeat as examples until the next world shaking evil trial. There was a small break in worldly action after the defeat of Azanar that gave rise to Hrothton, as an example.

It could be localized to smaller areas that are under strong leadership allowing peace and prosperity to give rise. Maybe those areas would be isolationists (or simply profiting) against the up and coming next wave of darkness and choose not to be involved with putting it down (USA in the late 1930's). Just because one area experiences and golden age, doesn't mean all areas have to. Maybe evil needs time to recharge it's batteries too instead of pressing the world's heroes into the next foray. Golden ages allow decandence and time for heroes to disorganize into private or petty matters like research or making magic stuff, while evil goes into constructive modes like building empires, weapons, and building up reserves. How long does it take to make the age golden? I'd suggest 5-10 years as a minimum. Usually it depends on the strength of the empires experiencing the age and how long it takes to fall.

As for timing in Inzeladun, it's a matter of having time to build an area to be secure and grow into a good quality of life. What is made of the time is another matter entirely. I don't see where a world-wide golden age would work without some changes, but perhaps in localized areas. It would be up to the PC's to establish such areas and allow other heroes to take up the good fight for a while.
