In theory, I suppose they could, if their stats (of which they only have three) meet the minimum requirements. Of course, a magic sword cannot use material components, speak (most can't, anyway), or use somatic gestures, so that would rule out most spell casting even if they did have the necessary Intelligence or Charisma. Likewise most skills would not be applicable for a magic item.

In all practicality, I would have to say no. The item cannot actually DO anything independently. The sword cannot practice on its own, for example. I suppose a sword could read a scroll (if it has the read magic ability), but could it actually direct the spell? Unlikely. And someone would have to prop up the sword and the scroll in the first place...
