I think the best way to do it would be like the old watcher stuff in Marvel. Have a charater that knows just about everything about everyone and is writing a history or something and that could be the overall plot line. That way you wouldn't feel like you needed to focus on one thing or group of chars and could do a couple issues on Roland and Co and then switch to the Ingaran group, then do a one shot about some serfs that have a run in with Larbius and sell their souls, then the next couple issues could be the Roland and Ingaran groups go to hell to deal with Larbius. Then maybe you could to a couple issues on some of the classic inzeladun heros. And so on.

This style would give you the most freedom and let you explore anything you wanted. The main problem I see is who would be the "watcher" because he will end up knowing everything about everyone! And this might present a problem while roleplaying if people try and seek him out to find out info or if he starts ploting against PCs.
