Comparing a spell that has been metamagically enhanced may not be the best comparison. However, there does seem to be a damage problem with epic spells. Even a Hellball does precious little damage to most critters the caster would be fighting.

Although it is not implicitly stated, I think the designers were indicating that damage spells alone are not "epic". If you want to do great amount of damage, use metamagic feats, and take the Improved Spell Capacity (epic) feat.

Epic spells should do more wondrous things than mere damage. At least that seems to be the message that the design process implies.

Basically, if you want to maximize Phoebe's damage potential, don't waste precious feats on epic spellcasting. Take Improved Spell Capacity and Improved Metamagic (and Intensify Spell). She may want to take the Prepared Spell feat so she can use a metamagicked spell without taking a full round action.

If she wants to do more wondrous things than mere combat damage, then epic spellcasting is the way to go.
