The FS rules
http://www.fs.fed.us/r9/white/recreation/land_above/backcountry_rules.html
would normally allow camping and fires along this trail, except for areas considered alpine zones

Call them and ask (603) 536-1315

If the bare rock summit is considered an alpine zone, you could find a site in the trees nearby
