ii. he had no real direction w/ his ambitious plans for the reform of tax and welfare systems

B. Carter’s energy and economy ideas
i. at first, he tried to reduce unemployment by raising public spending and cutting federal taxes

ii. to combat high energy prices, the federal reserve board raised interest rates that at times exceeded 20%

b. in an address to the people, carter blamed his problems on the people and his approval rating had dropped to 26%, the lowest of any president ever
