B. Carter�s energy and economy ideas
i. at first, he tried to reduce unemployment by raising public spending and cutting federal taxes
a. unemployment declined but inflation soared
b. mostly b/c of the sharp increases in energy prices in the west by OPES
ii. to combat high energy prices, the federal reserve board raised interest rates that at times exceeded 20%

b. in an address to the people, carter blamed his problems on the people and his approval rating had dropped to 26%, the lowest of any president ever
