These buckles are often mistaken for "bed roll buckles", and some might have been used for that purpose. But if you notice, there is no way to sinch them into a locked position.

These were actually made as harness buckle covers used on horse tack. They were decorative items rather than utilitarian, and used well into the 20th century. A local man here has a full tack outfit with these hanging in his garage. Used well into the 1930s on an ancestor's farm.
