My guess is you will need to do a full system inspection and maybe a flush including all the lines, basically anything that has fuel running through it including fittings, even if the tanks is cleaned the pickup lines in the tank can be restricted or have holes in them allowing them to suck air.

Has this been stored inside high and dry?

Their could be a mouse nest built inside the air box or exhaust system restricting flow and not allowing it to rev out?
