BUSINESS PROPOSAL

RE: TRANSFER OF USD20,500,000.00(TWENTY MILLION,
FIVE HUNDRED THOUSAND
UNITED STATES DOLLARS ONLY) TO A SAFE ACCOUNT.
I wish to intimate you with this proposal in my
capacity as a Chief Accountant of the Nigeria
Liquefied Natural Gas cooperation and in full
agreement with the Auditor-General of the Corporation.
It will interest you to read this letter. In the
process of carrying out our audit work, we discovered
unrecorded floating funds that came out as a result of
over invoiced contracts executed during
the Military regime. These funds has been flouting
since then because the military has no authority over
the government again and can not access the fund any
more. The funds were abandon since their outstay.
It might interest you to know that we uncover a total
sum of US$270million in the exercise. Most of this
funds we have ploughed back into the government
treasury as recovered funds. But then in order to take
a piece of our cake, we left
the sum of US$20,500,000 for our own private use
having achieved so much for our government. The money
$20.5m currently floating have been
provisionally approved for payment by the corporation
NLNG in the past and awaiting endorsement and transfer
by the Federal Ministry of Finance, the Accountant
General of the Federation and the Central Bank of
Nigeria. We are now going to re-establish the payment
but this time with the structure that the money be
transferred into any foreign country of our choice
where we can take possession and use.
Our plan now is to position you as the contractor and
the beneficiary of this US$20.5M so that formal
approval will be gotten in your Name as if you are the
actual person that executed the contract and for the
payment. We are doing this with you because we as
civil servants, we are not allowed to operate foreign
bank accounts hence our decision to use your account
in
full trust and confidence to transfer this money
outside Nigeria. We have accepted you to be our
foreign partner if you agree with us. We will
regularize and update the documents to reflect you as
real the true beneficiary of the contract sum
USD$20.5m TWENTY MILLION, FIVE HUNDRED THOUSAND UNITED
STATES DOLLARS).
Moreover, it is pertinent for you to note that this
business is very safe, it is not risky and does not
require much of your engagements since we have taken
care of the deal in full capacity.
We have resolved to give you 30% of the total sum for
your participation in the deal. 70% will be for myself
and my partners. This is the only way top people in
our government make money for retirement. If you are
