Hmmm....I was over level 70 for all my characters when I beat Ozma,though I would recommend level 99.Tactics,eh?Have Quina Quen catch around 140 frogs,also have it learn Angel's Snack,Magic Hammer and Frog Drop.Put Dagger,Eiko and Quina in your party.Equip any 2 characters with your 2 Pumice pieces as they will be able to absorb the oversized beach balls' Doomsday and Holy attacks.MAKE SURE YOUR CHARACTERS'S LEVELS AREN'T MULTIPLES OF 4 AND 5(cos it also casts level 4 Holy and level 5 Death).Have all characters equipped with the abilities Auto-Haste,Auto-Regen(optional,but recommended),Half MP,Concentrate,Clear-Headed and Bird Killer in Zidane's case.Also,make sure you've found all the animal spirits on the world map in the game(the random encounter monsters that ask you for Ores,Diamonds,etc.)or you won't be able to reach Ozma when attacking.When the battle starts,quickly use Quina's Magic Hammer about 3 times to remove all of Ozma's MP(it's got about 10000MP!)so it can't cast Doomsday or such(beware of MP Drain,though,use Magic Hammer or Ether again if neccessary),and just keep attacking with Zidane and healing/Reviving with the other 2.Then,also use Quina's Frog Drop(9999 HP!)and if Ozma casts Curse,use Angel Snack to recover and also Curaga to heal all characters.Just keep doing this and Ozma will eventually go down,as it only has about 30000-35000HP.If you can,try to keep Stealing from it as well with Zidane as it carries a Robe of Lords.And finally,I found the Ragnarok to be better than the Excalibur personally,though not as good as the Excalibur II.
