The above is a two part question -- WHAT is the crime and WHO is responsible for it. I will try to follow up on these two questions as I do more investigation into the on-going development of this issue.

In the mean time:
While the environment and animal life as well as the world suffers from the horrific catastrophe off the shores of Spain, can we expect the oil companies and governments to entangle themselves in bureaucratic debates that will answer the question of accountability?

Perhaps a solution would be for governments and/or invested interests to have an "environmental fund" in order to allow for the clean-up of disasters to take place quickly and efficiently. Plans like this should be in effect Before a disaster takes place. What is being done to prevent stalling on the clean-up of this 10,000 ton + oil dump?

It seems to me that we pay taxes in order to have the security of a fire, search and rescue, and other disaster relief departments on board if we should ever need help. Where is our contingency plan in the case of oil spills? Who should pay into it? Why don't we have one? Who is responsible for this plan?

Perhaps we should have an environmental agency set up with the UN. Perhaps companies that do business extracting resources from our environment should pay into a Plan in the case of instances just like this one. Perhaps the amount paid should reflect the depth of risk to the world in terms of loss. And, perhaps private funders can contribute to these Plans as well, those who have a special interest in saving species from extinction, or water from being poisoned etc. It is a shame on us that we pay for insurance in case of a loss to us, but zero amount in the case of loss to our environment.

Just some questions to ponder.
