Hi Todd,
Several manufacturers made those combinations. One was the Bandai company and Tonka toys but I only remember the cars being made in metal, not plastic, but the boats and outboards were plastic. Also, Tootsie Toy and Lesney Matchbox made plastic combinations that you mentioned but pretty small in scale. The Tonka combinations were the best quality in my estimation.
The best place to find these would be Ebay. Putting in the words Tonka and Boat should bring up at least one. Another potential source might be Bill Arick. If you need his number let me know.
In reading your message again are you looking only for model kits? There were many of those made from Revell and others. Besides Ebay, there was a company that specialized in finding those old model kits. I think it was called "Ghoulie Motors" and they advertised in "The Toy Shop" publication which is available at many good candy stores.
