Needed advise on: is there any possiblity on upgrading my PowerBook G3 (Black) from a DVD ROM to a COMBO DRIVE, how much it would cost and where can I purchase it?

From what I read that you have an exisiting DVD ROM in your PowerBook G3 400Mhz, I would surmise that it would be the 2000 year model, commonly refered to as the Pismo model. Some ( I am not certain here ) models prior to the Pismo require DVD CardBus Decoder Card for DVD playback. So check your model first. I list below some websites in the United States that have the upgrades that you require. They are quite reliable, and I have bought from one of the vendors.

(cheapest model at USD 299.99; if I remember well, they do offer a rebate of around USD 40 or 50 should you trade in your existing DVD ROM module - check first)

This upgrade even allows you to add a DVD-R CDRW module but at a high price, although my opinion would be at 400MHZ, the DVD burning would be hard pressed. This can be overcome if you opt to upgrade your processor from the G3 400Mhz to either a G3 1Ghz or G4 550 Mhz processor. Those cost around USD 350-00 to USD 400-00.
