Deck stepped is fine for a heavy offshore boat - many are built deck stepped. There are pros and cons for each.

My TM36 has a teak compression post that is part of the head. Are you sure there is not some kind of compression post below the mast? I had the same issue with the mast but it was caused by a rotted wood block glassed onto the keel below the compression post. I used a very tall floor jack to get the mast base higher and then replaced the rotted wood under the compression post with some bronze plating. After that I lowered the floor jack and let the compression post take the load back.
