Hi Marcus,
You can try using BAR KEEPERS FRIEND, which is available at most grocery stores and some hardware stores. I've used it on more delicate items and it doesn't scratch. A lanlubber friend told me about it. It's also inexpensive.

I left my stern pulpit under the boat during the deck job. When we got done, noticed it had all kinds of crap and paint on it. Scraped the paint off and then "polished" some with fine steel wool and some with very very fine wet / dry sand paper.

This tactic is great at removing rust but IT DOES LEAVE comparatively deep scratches. NOT the way to go if luster and a rustless surface is your goal. The kind of dull finish I got rusts a little, but not much faster than the other SS parts of the boat. I buff it ocassionally and it looks alright, but no one would call it shiny.

Don’t have a better answer.
