Not entirely sure what you mean.

Is the fuel intake rubber or a brass pipe? Does it come up through the cockpit floor? Not sure what you mean by "a board across the top" Top of what?

On Murre the fuel intake was a brass pipe that stuck up above the cockpit floor about 2 inches and was epoxied in place w/fairing compound. No way to just "unscrew" it without pounding out the fairing compound. But once the fairing compound WAS removed, the pipe does unscrew nicely.

Bill posted a short article on my tank replacement job in the project section of the MOA site. Some of the pictures there may shed some light.

Hope this is at least a little helpful.

The fuel fill neck is welded to the tank. It had a threaded fluch mounted fuel fill. I unscrewed it from the floor. The welded neck is sticking about 2inches out of the tank. On the bottom of the cockpit floor a board is attached forward of the neck keeping the tank from moving forward. I cannot see how to remove the board in front of the neck.

This sounds exactly like mine. Except for this: the "neck" is NOT welded to the tank. A female fitting is welded to the tank and 2" brass pipe is threaded into that. You SURE the whole piece is welded in? It's old and corroded and may be deceiving you??? Are you looking at the area from underneath, or through the cockpit floor, or through the fill?

As to the frame that keeps you from getting at the neck, are you removing the tank after yanking the engine or after removing the cockpit floor? It's one or the other, no?

If you are leaving the cockpit floor in place, don't touch the frame but try to cut the neck out from underneath (it's junk anyway). If you are removing the cockpit floor to get the tank out, the frames have to come out too. That should "solve" your problem.

Hmm. How was that?
