If Meg made a calculated decision to "use a less than attractive photo", then she is NOT as smart as everyone says. Over-thinking pageantry is foolish as each judges panel is different. The contestant photo is the FIRST time a judge sees the girl. You are correct in the idea of "pleasant surprise" rather than "disappointment", but that photo stays with the judges all weekend and I would certainly want them to feel as if I was somewhat photogenic.
