I'm not sure if that's considered abuse or not, but it sure is mean! Your poor li'l sister. Why doesn't he like her? I mean, she's just a baby. Who doesn't like babies? They're so cute and snuggly. I'm glad your mom got on his case about it though. I don't know what you should do though. I wish I had some advice, but I've never been in that situation. Maybe someone else will have some good advice for you. If it were me, I'd play with her alot and show her alot of love to make up for your dad's bad attitude.
