I would strongly suggest contacting the National Association of Nannies at their main e-mail address for the direct answers to your questions. Any answers received here would be simply opinions of those who utilize this board and not the offical opinion of NAN. Their e-mail address is NANannies@aol.com. As far as MY opinion after 18 years in this industry, I think anything less than one full year of experience is not acceptable when you are talking the age spread that your family has. I would personally want at least that and a good maturity level (remember that age does not always equal maturity). As far as classifieds, if you are comfortable using the internet, nannyclassifieds.com, 4nannies.com, and enannysource.com are the ones frequently used by most nannies that I know.
