That's what was explained to me too. My doc actually prefers to do both top and bottom at the same time anyway even for an overbite, because when the top front teeth smack the lower brackets it keeps the rest of the teeth from touching and helps them move together faster. Of course that also means you can't chew food very well. So in a way I'm fortunate that there's a filling needed in a lower molar, which will delay banding and brackets on the bottom for a while and give my upper arch a head start.
