I sent a notice to Ogden City through their website (http://www.ogdencity.com/index.cfm/services.betterplace) and Ogden's Director of Management Wayne Parker responded with the message below. I guess the billboard should be removed by this weekend (if I'm understanding this correctly). If this really works, I'd have to say that the "A Better Place" section of the City's web site is a really nice tool. Here's hoping.

Description:

Who would be in charge of removing
or changing the billboards in downtown Ogden. One billboard in particular--the
one with 2 young kids` photos asking `Breklyn` to marry him, has
outlived its usefulness and is now just getting dirty, tattered
and ugly. It would be nice if things like this were taken care of.
Is there any way? I know it shouldn`t be a big deal, but it`s just
one of those things that make downtown look a little shabbier. Downtown
should be really nice.

Resolved:

Wrote letter to have sign on sidewalk
removed. The billboard sign removed during the weekend.
