Has he been neutered yet? If not, that's the first thing to do. Also, he could have an infection (bladder) so have you asked your vet about this - the strong smell you talk about indicates a possible infection. Is he the only male dog in the house? Are there any other pets? Tell us more.

By the way the peeing while you tell him off indicates that he is confused... how did his original potty-training go - has he ALWAYS pee'd in the wrong places? How about No 2 - does he defecate where he is supposed to?
