Try a REALLY HIGH pitched YELP when nipped, then distract immediately with a chew toy. The low pitched NO doesn't always have the good effect the high pitched yelp does.

I do suggest you enroll yourself and your pup in a series of Puppy Socialising classes at a reputable training school. A good trainer will also cover handling behaviour like this and help you to effectively channel it elsewhere.
