I have found that regular contact with the pup is important. When in a new environment (anywhere outside the yard!) they are overwhelmed by all the noise and smells, and easily forget what they're supposed to know. Therefore they'll lunge, jump up or suddenly steer in a digfferent direction.

Using the collar is effective as long as it is combined with a verbal instruction - the dog needs to know that you're there all the time. Even if the pup is behaving well, it needs to be reminded of you're presence all the time.

So, while walking, give the leash soft jerks (tugs) while talking, so that an association is established between the tug, the instruction, and the behaviour. It also helps the dog to stay "focused" on your presence all the time.

It worked for me!
