It might just be the carbs way out of balance. My brother's CBR1000 would barely tick over, until we balanced the carbs. If you don't have access to carb balancing gauges the you can see if they are at least in the same ball-park by removing the carbs and holding them up to the light. There should be a tiny crescent of light visible under each butterfly valve, as you look through with the throttle shut. Compare each one visually, the crescent of light should appear exactly the same. When I re-built my brother's carbs I first set them this way then fired up the bike with the vacuum gauges fitted. They weren't spot on, but they weren't far off either.
