Its an artifact Matt. It resides in the largest college of War Mages in the Empire of Eloend. It is protected by about 20 trained War Magi. Including one old 25th lvl psionicist (Psycokinetic Master) who has dual classed as a War Mage and has attained 9th lvl in that class. It would be very hard to make another one since it requiers the intervention of a God of Alteration Magic. Chaos (the current, and very lawful God of Alteration) is not willing to do this.
And just to let you know, it is also good for Healing, Creation, ect. ect. Not just destructive ones.
