Anyone living in, or having visited, Quetzalcoatl (for at least the last two years) will have undoubtedly heard of this phenomena. In the city's public gardens, someone sometime enchanted one of the rose bushes. It regenerates the roses plucked off of it, and does not lose its blumes during the winter months. Many people have plucked roses and replanted them elsewhere in the city -- having found that the plucked flower regrows a new plant. (However, outside of the hedge, the roses die as they normally would.) 10 plants of this type are around the city. (Blumes plucked from those childer plants are normal and do not regrow new plants.) Now there are guards that surround this rosebush day and night and refuse to allow any more to be plucked (for fear of being overrun by roses!) There is nothing known about who did it or why, but the bards definately had a field day when they heard of it. Use your imagination and you'll get a different version of what might have happened...
