Perhaps a solution would be to build a fence around the common area, complete with signs that state that the common area is private property for the use of Willoughby Station homeowners and their registered guests only. By registered guest I mean we could have an online registration through which homeowners could register the guests they intend to allow to use the common area. The registration must include the person's name and address. Any non-homeowner or non-registered person (except those unregistered people accompanied by an actual adult homeowner shall) would be considered to be trespassing. We could have Willoughby Station window stickers that could be placed in the window of cars of homeowners. Only those cars with a Willoughby Station sticker would be allowed to park in the Common Area. We could put up signs that state that any person who enters upon Willoughby Station Common Area, with the exception of Willoughby Station Home Owners, their immediate family, and their registered guests are subject to search and seizure. Then, we could hire police officers to patrol the common area and make a presence. If they spot someone who doesn't belong and who is not on the registration listing they could arrest them for trespassing and search them. The point is, the search. Children who are acting the fool are probably also carrying objects and substances that they would not want a police officer to find. The key is to make the problem children go somewhere else and leave Willoughby Station alone.
We may even need to issue medallions that are worn on a string around your wrist or neck to identify you as having been cleared to use the common area. Things like this get worse before they get better. If we aren't willing to be a part of the solution then we are a part of the problem. If there really is an issue with children misbehaving at the common area we have a responsibility to do something about it before we are sued when someone gets hurt. Because we are a homeowners association, and because we collectively own the common area, we probably have a legal risk that is being exploited here. If someone is harmed at the common area, are we at risk?

I don't believe in homeowner's associations per se because they become a de facto government entity without the legal status to back them up, however, homeowner's associations are probably here to stay, and as such, there needs to be authority to police the common area. We probably need to form an alliance with other home owner's associations in the area to hire roving patrol police officers to guard over them all. That would share the cost and still have the effect we are looking for. Taking away amenities seems to me to be the wrong direction. If that is what we are going to do I vote that shut down the common area and sell the land to build more homes.
