Decoys of NARA,

I am writing this to all of you so that it is clear and not misunderstood by anyone. Some of you had requested that I check with the Board of Directors to see if NARA could change the requirements for the selection of Level II decoys from 3 Ring III's to only 2 Ring III's. I approached the Board with your request and following is the answer that I received.



This rule CANNOT be changed due to the fact that we are sanctioned by the SCC and NARA must abide by the rules of France, we can not make our own rules. We must follow the Guide Book of the Decoy to the letter.

As the DOD I must enforce the Rules of Requirement for Level II Decoy selection. In the Guide Book of the Decoy which you all should have or can go onto the NARA web site and read at: http://www.ringsport.org/decoyguidebook.htm you will see that the qualifications for a Level II decoy are as follows:

Level 2:

Selection accomplished at the level of the Selective Group:
Only once a year by a judge selector outside of the group, assisted by either
a judge, a handler or a high-level decoy.

Length of Selection: 4 years; .

Conditions of Selection:

The Level 1 decoy, having officiated in 4 trials of which, at least three in
Ring III, with 2 different judges and with FAVORABLE REPORTS.

What this means is that when a decoy is going to try to certify for their Level II decoy selection they must first check with the Director Of Decoys to see if they have any trials with unsatisfactory reports. If they do, then this will constitute them not being able to use that particular trial as one of the qualifying trials for the selection.
I have spoken to a few judges by email and this is how it is done in France. NARA must have quality decoys as well as those decoy's that abide by the rules and regulations that we have all read and been tested for if we are going to grow.
What constitutes an unsatisfactory report is any Decoy Assessment Sheet that has "Insufficient" checked off any of the following area's:

Knowledge of Regulations
Consistency of Work
Positioning and use of stick
Attitude, Presentation and Conduct

I did not put in physical conditioning because I know that you are all staying very fit. If not, it will show during your selection.
One thing I am also going to be doing is making sure that ALL Judges who come over to Judge a trial will fill these forms out properly and without question from now on. I have received a NEW Decoy Assessment Sheet from France and I will be forwarding it to the NARA Secretary to be used in ALL future trials.
It is important that the decoys of NARA focus on becoming quality decoy's rather than quantity. A title of Level II must be earned and respected by all. There will be NO MORE give aways. NARA is picking up the level of dogs and if we are to maintain this, we must pick up the level for decoys.
