I agree with you that the owners make the decisions about what the players will be paid, but their salaries rely heavily on the spending of the fans- tickets, merchandise etc. People simply cannot afford to pay $300 for jerseys and $250 for tickets, the economy is way to unstable, and the salaries wil have to come down if the teams want to survive, plus the NHL doesn't have the media exposure that the NBA or NFL have. So if they marketed Gretzky to be the drawing headliner for the NHL, it hasn't worked. Why would a Stanley Cup contending team like Ottawa have to file for bankruptcy because they can't fill the seats? All I have to say is watch what happens during the free agency on July 1 if the Minnesota Wild win the cup this year, the lowest payroll in the NHL, it will prove that all the money in the world doesn't buy a strong work ethic or a cup (although I think the Rangers have proved that already) and the salaries wil come way down before the 2004 negotiations.
