Subject: Distribution of surplus

Hi

I decided to see how the distribution of surplus votes in the STV count works. Mainly because it comes up in conversation at election time. So I checked the Third Schedule to the Electoral Act 1963. The reading is heavy weather, but there were no real suprises. But I discovered one feature which I believe could result in a dis-proportional distribution of surplusses:

Section (4)(a) "the returning officer shall transfer from each sub-parcel of transferable papers to the continuing canditate indidate indicated thereon as the voters next available preference that number of papers which bears the same proportion to the number of papers in the sub-parcel as the surplus bears to the total number of -- TRANSFERRABLE -- papers.

This is how I would have had it: (replace "transferrable"
with "total nunber of votes for the elected canditate"

Quota 10,000 votes.
1st count: Joe Bloggs gets 11,000 votes. (1,000 surplus)
10,500 non-transferrable. 500 all 2nd preferrances to Joe Brown. (non to other canditates)

Calculation: 500 x 1,000/11,000 = 45 to Brown.

However if you transfer in the probortion of the surplus to the noumber of TRANSFERRABLE papers, you get:

500 x 1,000 / 500 = 1,000. ( he only got a total of 500 number 2s)

Say Joe Bloggs got 11,000 with a quata of 10,000.

and only one voter marked a second preference to Brown. No canditate got any other No 2 s.

Transferred to Brown: 1 x 1000 / 1 = 1,000. Brown gets 1,000 when he only got one tracsfer.
