And what about all the girls who aren't eligible anywhere? There are 58 counties in CA and at least 30 of them have no pageants. And even someplace like Orange County only has structured locals limited to certain communities, so if there were no Miss Orange County open, there would be huge areas of that county where girls would have nowhere to compete.
