that they referred to "the Agency" in the first season in ambiguous ways that sort of suggested Section One might have been subject to its authority somehow. But that was back when they still pretty much acted like Section was in North America, too -- in other words, before they came up with the whole Center backstory. I think that's what caused confusion between Center and the Agency among some fans.

You're absolutely right, though, that in any other fictional context, "the Agency" always means the CIA. That's probably what TPTB meant in S1, too -- they just changed their minds about the structural hierarchy in later seasons and were too sloppy to explain the change.

Going back to your point about the levels, though -- I will defer to people who paid more attention to Birkoff and Walter than I did, but I'm pretty sure no episode ever mentioned what level they were.
