He *was* shown to be under Michael’s command in the missions, but somehow I felt he was at least equal to Michael in operative status, if not superior. Hmm
Oh yes, I think as an operative his formal status probably was as high if not higher than Michael's.
I think the reason he is under Michael's command during missions is that he has used his power to avoid the responsibilities that Michael juggles as part of the command team.
But as for the equal footing - I mostly meant in terms of the personal appeal of each to Nikita, in terms of the mix of good qualities and bad.... not so much their formal standing as operatives! *eg*
