Even assuming that the place exists in Japan, and that "Otkyo" is not merely "Tokyo" with the first two letters switched, as is consistent with many other names in that article, it's still not listed as one of the three largest cities in Japan. Not in any listing I can find, anyway, including ones from Japan.
