Your second idea could work... :-)
I like the idea of Faith trying to pick a new identity, but then deciding not to. She realises that she doesn't want to sweep her past under the rug, but chooses to face up to it.
I think the idea of convincing the police that she's dead might be a stretch, since surely she'd be spotted around Sunnydale. Butit's definitely another option on the table.

In fact, it would be really funny if Faith is spotted by the police, and she and Buffy break into the headquaters to steal the report about her, only to find masses and masses of files on dead people being seen again that have all been sent to a special section which basically destroys them all as per the orders of a previous mayor a few years back :)
The identity thing sounds really great. I love the idea of Faith deciding she should keep her own name, especially after the events in "Who are You"

Amy tips off the police that Faith isn't dead, so that's why they recognise her when they see her (or maybe they just remember the whole insanity from three years ago), which leads Buffy and Faith to break in and steal the file only to find out what really happens to all those police reports on dead people walking. It could make for a silly twist for a funny episode, and still advance the plot.

Although 10 also has to be LB/BB-centric, so I'd have to tie in Amy's connection to Raven as well.

That episode sounds good, and tying Amy into Raven would make for a nice punchy ending to what had been a funny ep up until then. Wow! The ideas are really flowing think and fast! I'm so excited about this whole thing, I think this season fic is going to be great!
