I don't know what his religion is, but I suspect that he would probably identfy himself as Christian. But by this. I suspect it would be a nominal, liberal kind of Christianity. In fact he specifically seems to single out evangelical Christianity as a target. BBC News comments:

"While the media focus is on Islamist radicals, Mr Blunkett has stressed the law "will apply equally to far right Christian evangelicals""

When you take the whole thing to it's logical conclusion, this is what you would get:

Cults with a track record of abuse (and the govenment knows who they are and has the same concerns) will be able to welcome people in with open arms and ravage their minds without anyone ever being able to warn people against them in the first place.

And what about the Bible? Jesus Himself crticized the the religious groups (not the ehnic group - so it is never a racial issue) of the pharisees and saducees. If Jesus was walking the earth today He too would no doubt be accused of inciting religious hatred by some.
