Yes, from what I have been reading from the Wiccan/Witch literature that I have it does seem that many view a binding as justifiable when the crime is a great one. However, it does seem that there are no hard and fast rules when it comes to lesser crimes, or even such things as stopping someone deemed a nuisance or a gossip, etc.
