Subject: Hi J. Been meaning to email you but have hardly had time to turn on the computer lately it seems. Summer is going by too fast. Anyway, it probably varies by state, but in Michigan you need a chauffer license to drive any commercial vehicle under 26,000 pound GVW. I have a chauffer endorsement and can drive medium to light duty wreckers, flatbeds, etc. Over that and you need a CDL. That would be bigger rigs, hauling semi's, etc. The University of Georgia had a correspondence course in towing, it was very informative. I don't know if it would still be available but its something you could check into. It wasn't very expensive when I took it.
