The tiered format allows for posts to be separated so individual posts can be responded to and evolve subcategories/threads of their own without spamming up the original topic. This also makes it much easier for moderators to put misplaced posts where they belong. Not so good for coherent discussions, but perfect for information/resolution presentation.
