I'm going to bring up SFF.net (<a rel=nofollow target=_blank href="http://www.sff.net/)">http://www.sff.net/)</a>

Their TOS is here: <a rel=nofollow target=_blank href="http://www.sff.net/member/policies.asp">http://www.sff.net/member/policies.asp</a>

This isn't primarily a web-based messageboard: The web interface is crude: <a rel=nofollow target=_blank href="http://webnews.sff.net/">http://webnews.sff.net/</a>

This is a news server, and works with newsreaders (including the one that's part of MSIE), free newsreaders like Free Agent, and others. Those are powerful tools, the original Usenet stuff.

Disadvantages: Needs a news reader rather than a browser. News readers can be tricky to set up the first time you try.
To start a group you have to find a SFF Net member who's willing to start it.

Advantages: News readers are powerful and flexible and fast.
Already dedicated to discussing genre literature.

The news host is news.sff.net, and the port is 1119
