Don't waste your money and time on a CTI program. The FAA is starting to hire off the street now. Ask for what you want, you will probably get it. Yeah you could get picked up quicker in CA or NY but then you starve out even after reaching CPC. Not a good thing to have to file for welfare when you show up at your new facility. Plus, the working environmment is terrible. The red dust of Oklahoma is better any day than living like that.
